Rep. Neguse Grills Secretary Noem Over $143 Million “Ghost” Contract

In a viral exchange during a House Judiciary Committee hearing on Wednesday, March 4, 2026, Representative Joe Neguse (D-CO) confronted Homeland Security Secretary Kristi Noem over a massive no-bid contract awarded to a mysterious company with deep ties to her political inner circle.

The exchange has sparked a firestorm of criticism, as the Department of Homeland Security (DHS) is currently the lead agency for the Department of Government Efficiency (DOGE), which was created to eliminate waste and fraud.

The Anatomy of the “Ghost” Contract

Neguse presented documents detailing a $143 million contract (part of a larger $220 million ad campaign) awarded to a firm called Safe America Media. The details Neguse “exposed” live on camera include:

  • Instant Incorporation: Safe America Media was incorporated in Delaware just 7 to 11 days before it was awarded the $143 million contract.

  • The “Family” Connection: The Strategy Group is led by Ben Yoho, the husband of Tricia McLaughlin, who served as Noem’s top spokesperson at DHS until last month.
  • The Advisor Link: Reports also link the firm to Corey Lewandowski, a “special government advisor” to Noem who has long-standing ties to The Strategy Group.

“I Don’t Know”

The most contentious moment of the hearing occurred when Neguse pressed Secretary Noem on the basic operations of the company receiving nine figures in taxpayer funds:

Neguse: “Where is Safe America headquartered?” Noem: “I don’t know.” Neguse: “You’ve awarded $143 million to a company and you don’t even know where they are located?”

Noem defended the process, stating that she was not personally involved in the selection and that “career DHS employees” followed all established policies. However, Neguse pointed out that the contract was issued under a “national emergency” justification, which allowed the department to bypass the standard competitive bidding process.

DOGE and the Irony of “Waste”

The revelation is particularly damaging given Noem’s role in leading the DOGE initiative alongside Elon Musk and Vivek Ramaswamy.
