UK, France, Ukraine Agree on Post-Ceasefire Security Force Plan

The United Kingdom, France, and Ukraine signed a Declaration of Intent in Paris on January 6, 2026, outlining plans for a future multinational security presence in Ukraine after any ceasefire.

The proposal centers on a Multinational Force, Ukraine (MNF-U), with British- and French-led units establishing military hubs to store weapons, repair equipment, and manage logistics. Ukraine plans to regulate the status of foreign troops under NATO’s Status of Forces Agreement and the Partnership for Peace framework.

President Volodymyr Zelenskyy reiterated that Kyiv will not accept any settlement that freezes Russian territorial gains. Moscow responded by warning that Western forces operating in Ukraine would be considered legitimate military targets.

The United States has indicated it would support verification mechanisms tied to any ceasefire but does not plan to deploy troops. The declaration signals long-term security coordination while diplomatic efforts continue.
